| Report: Rehabilitation changes needed |

WEST VIRGINIA - If the state wants to avoid paying $130 million to $200 million on a new prison it will have to think differently about everything from parole to drug rehabilitation, says a report released Monday. There are nearly 5,900 prisoners in state Division of Corrections custody and estimates say that number will grow to 6,000 by next year and nearly 7,000 by 2014. Read more.
