WEST VIRGINIA - A top criminal justice official Tuesday pitched a community-based corrections program to Greenbrier County officials that he believes will decrease the recidivism rate of certain crimes and reduce jail costs for taxpayers. At the request of Chief Circuit Judge James J. Rowe, state Division of Criminal Justice Services Director J. Norbert Federspiel gave an hour-long presentation to about 30 people from Greenbrier and Pocahontas counties, including city and county law enforcement, magistrates, probation officials, nonprofit heads and county commissioners.
