WEST VIRGINIA - Critics say prison is intended to punish society’s wrongdoers. West Virginia Corrections Commissioner Jim Rubenstein is keenly aware the idea of letting female inmates keep newborns with them behind bars doesn’t sit well with some justice-minded lawmakers. “There has been some criticism,” he acknowledges of the DOC’s pending nursery program. “But I still firmly feel it’s the right thing to do. I think it’s a good program. I think it’s a good, progressive, proactive program. I think it’s a good expenditure of funds.” Read more.
