CONNECTICUT - Depending on who's painting the portrait, Connecticut's record-high prison population is either manageable or "overtaxing" prison staff to the point of being dangerous. Prison officials in recent weeks have likened the system to an accordion - they say it is capable of expanding and contracting, and without limit. But, angered by what they perceive as a cavalier attitude, prison staff workers lashed back Tuesday with a press conference and the prediction that, if no action is taken, overcrowding will result in a repeat of the wave of riots that struck the packed prisons in the early 1990s.
