CANADA - Liberal Leader David Karwacki says the provincial government has to get a lot smarter when it comes to dealing with a growing problem of youth gangs in Saskatchewan. On Tuesday, Karwacki released the Liberal youth justice strategy, which calls for a restructuring of youth detention facilities that would separate youth by age, the introduction of GPS ankle bracelet monitoring for youth and a $5-million increase toward the integrated provincial anti-gang strategy.
