CHILE - After a fatal fire at the “Time to Grow” juvenile detention center in Puerto Montt claimed the lives of nine teenagers last Sunday night, a multitude of critics attacked the government Monday and Tuesday for failing to provide sufficient infrastructure for Chile’s juvenile rehabilitation system. Critics focused their attention on the inadequacy of the rehabilitation system, especially the recently passed Law of Adolescent Responsibility. Read more.
