| State to swap out risky inmates |

UTAH — About 300 of Utah's more dangerous inmates will be rounded up from county jails and returned to the state prison after the fourth inmate escape in three months. Those prisoners will be replaced in county lockups by state inmates who, should they escape, would pose less risk to local communities, said Corrections Department spokesman Jack Ford. The switch satisfies state officials' security concerns and county jails' financial dependence on state prisoners. But it does have one possible downside: longer incarceration times for some inmates. The removal of the inmates who would pose the greatest risk to the community comes as a result of Corrections Director Tom Patterson's security review of the 21 county jails that house 1,500 inmates, according to Ford.
