| Connell prison builders mark milestone |

WASHINGTON STATE - Mark Moreno has labored for months with more than 250 construction workers building the Coyote Ridge Corrections Center expansion, and Thursday he joined hundreds of workers in savoring their accomplishment with a traditional topping out ceremony. Moments before the ceremonial lifting of a prefabricated wall and a metal beam, both adorned with U.S. flags, Moreno signed a banner that was hung on a wall. "It means I worked here.
