TEXAS - A state district judge asked the Texas Youth Commission and critics who sued the agency over its use of pepper spray to forge an agreement by Wednesday on a policy for when to use the spray. Texas Appleseed and Advocacy Inc. said in court Monday that pepper spray use in the state's juvenile prison system has skyrocketed, from 196 incidents in 2006 to more than 1,220 so far this year.
