NEW YORK - A state agency has the legal power to force Broome County taxpayers to spend about $1.4 million to hire 21 new corrections officers, although the new hires can be phased in over 18 months, representatives of the agency told county leaders Tuesday. The information appeared to jolt Broome's legislators. "The numbers you gave us are quite shocking," said Richard Materese, R-Endicott, chairman of the legislature's Public Safety Committee, which hosted Tuesday's meeting with state Commission of Corrections staff.
