NEW HAMPSHIRE - Corrections Commissioner Bill Wrenn of Hampton is doggedly pursuing his mandate from Gov. John Lynch to keep inmates out of prison after they make parole. He's about halfway finished reorganizing the department to focus every office, unit and employee on a shared mission: diagnose and deal with an inmate's substance abuse, mental health or anger issues. Give them the training, education and social skills to become independent workers, family members and citizens. Get every social worker, cell block officer, teacher and parole officer keyed into the same document, a prisoner's personal rehabilitation plan. Then keep people out because it's cheaper, and society is better off. This vision comes from a tough Seacoast cop who put quite a few of his current prisoners where they are now. Read more.
