KENTUCKY - Last November the Courier-Journal headline said, "Fletcher restores voting rights of three women convicted of slayings." The story recounted how Gov. Ernie Fletcher had sent the cases of 11 women who had been granted clemency by former Gov. Brereton Jones to the Kentucky Commission on Women for review. The commission then had recommended three of the women for partial pardons -- restoration of voting rights and the right to run for political office -- with their convictions to remain on their records.
