Utah inmates working county roadside cleanup

UTAH - State inmates housed in the Washington County jail are picking up trash along roads, despite the Utah Corrections Department's decision to keep prisoners inside after a pair tried to escape and two others were found intoxicated while on litter duty. The state sends some prisoners to county jails because of a lack of room. Washington County Sheriff Kirk Smith said he believes he has the authority to put them to work outside, under his interpretation of a contract with the Corrections Department.
