LOUISIANA - As late as last year, it appeared reform of Louisiana's juvenile justice system was having a powerful effect, reducing the number of crimes by young people and the high rate of recidivism among incarcerated juveniles. We know now that we were overly optimistic. The problems continue in Louisiana, and, according to the state Office of Youth Development, the Acadiana region leads the rest of the state in the number of juveniles circulating through the juvenile justice system.
