Report Highly Critical Of Vermont Prison System |

An investigation into the deaths of seven people in state custody that was released Tuesday is highly critical of the state Department of Corrections, saying there is a culture within the department that fails to embrace accountability. Human Services Secretary Charles Smith responded with a vow to change the culture. Smith said the governor has instructed him to take all necessary actions to reform the state's prison system. The report outlines problems in communication and supervision at individual prisons and in the system at large. Among them are easy access to illegal drugs -- often smuggled in during visits from friends and relatives, a mixing of long-term and short-term detainees that leads to other problems in the prisons and a failure to review the quality of mental health care treatment as required. |
