MICHIGAN - Early results show the state is on the right track with new efforts to keep more parolees from going back to prison. Still, the Department of Corrections must make sure, as the Michigan Prisoner Re-Entry Initiative expands, that parolees aren't being sent home without a state ID that allows them to get work. Recidivism rates have dropped 26% for the 8,000 inmates in prisoner re-entry programs since 2005, Corrections reported this week. That means 400 fewer parolees have gone back to prison, saving the state $12 million a year. Given the average stretch that returning parolees serve, the lower return rate will save the state about $24 million.
