OREGON - A union grievance stemming from the safety concerns has prompted the Oregon Department of Corrections to build two permanent observation towers within the next year at Eastern Oregon Correctional Institution. The permanent towers will replace the temporary towers correctional officers have used since 2001. Prior to that, EOCI used observation rooms inside the prison structure, but that proved too inefficient to move personnel and weapons inside the facility. The permanent towers will be at the east and west ends of the prison grounds, near where the temporary towers are now, and will allow correctional officers to observe inmates in the recreation yards.
