CALIFORNIA - A top lieutenant of the Arellano Félix drug cartel was sentenced to 40 years in prison by a federal judge yesterday. Ismael Higuera Guerrero pleaded guilty in March to racketeering and other charges. He admitted having a senior position in the cartel and that he had bribed, tortured and murdered on behalf of the organization. Read more.
