MASSACHUSETTS - Massachusetts can lock the door behind the inmates housed in its prisons, but Harold Clarke says that more than 90 percent of the time the state can’t throw away the key. So his top priority as the new chief of the Massachusetts prison system is to make sure the vast majority of inmates who are eventually released get the mental health and substance abuse counseling, education and job training programs they need to stay out of prison.
