WEST VIRGINIA - Jails and prisons sometimes are referred to as no more than training centers for criminals. Too often, they do little or nothing to rehabilitate inmates, instead encouraging them to proceed with lives of crime once they are released, say critics. If a report on Ohio’s prisons for youthful offenders is to be accepted, the Buckeye State is getting an early start on that process. A consultant’s report concludes that the youth prison system doesn’t educate inmates, uses too much force on them, and cannot even keep them safe from fellow prisoners who may prey on them.
