SOUTH DAKOTA - A budget hearing in the South Dakota Legislature is, at its core, simply a question-and-answer session.

Each day during the early weeks of each session, officials with one state agency after another take seats at the end of a long, long committee table and answer questions from members of the Joint Appropriations Committee. The officials outline their income, spending, staff levels and program changes. Some hearings last as little as a few minutes, others take all morning. Read more.
