CALIFORNIA - A few hours after fleeing Bucks County Prison last month, Frank Neisser made his way to the nearby Hampton Inn on Route 611 and managed to get employees there to help him make a phone call. A little while later, hotel employees got suspicious of Neisser, who was clad in a yellow jumpsuit and green jacket, and called police, but by the time officers got there, he was gone, said Corrections Director Harris Gubernick.
