CALIFORNIA - The state Department of Corrections and Rehabilitation plans to close one of its three remaining youth prisons in Stockton by July. That's good news for Stanislaus County. Why? Because the county will be closer to providing better rehabilitation, education, health care and, if necessary, incarceration for juvenile lawbreakers. A decade ago, the California Youth Authority had more than 10,000 wards living in crowded, dangerous facilities. It was too many, and the system essentially collapsed. Read more.
