KENTUCKY - Here's more food for thought -- this time from Charlestown, Ind. Its volunteer fire department -- as part of a yearold pilot program -- was using inmates from the minimum-security Henryville Correctional Facility as daytime volunteer firefighters when other volunteers might be at work. Chief Lee Slaughter said the extra help was needed because too few regular volunteers were available during the day to serve about 15,000 people. Read more. We had a work program here in Washington State. The inmates were minimum security, the list of crimes that you could have committed was about six lines long compared to the list of "could not" which was about three pages long. Rules and regulations were enforced. If it is saving money, for us about 1.5 million a year, people are learning a skill and staying out of trouble, why not use them?
