VERMONT - The way Montpelier is tackling Vermont's ballooning prison population and the soaring cost of the state corrections system could be a model for approaching other critical and complex issues facing the state. Corrections Commissioner Rob Hoffman and Senate Judiciary Chairman Richard Sears, D-Bennington, see a consultant's report suggesting ways to reduce the prison population and save the state $54 million in the next 10 years as a starting point. Sears is expected to offer a plan to the Legislature this week. The clear goals -- reduce costs by reducing the prison population without imperiling public safety -- makes it easier to identify areas of agreement.
