CALIFORNIA - The blunt, tough-talking overseer of California's troubled prison health care system was replaced Wednesday by a law professor who has been a fixture in the administrations of two governors. U.S. District Judge Thelton Henderson, in removing Robert Sillen as court-appointed receiver for the health care system, said the task ahead for the system "would best be accomplished by appointing a new receiver who brings a different set of strengths."
