Inspector to denounce super jails

UNITED KINGDOM - Anne Owers, the chief inspector of prisons, warns that proposals for three "Titan prisons" would put public safety at risk. In her annual report she says smaller prisons are better for rehabilitating criminals and stopping them committing further offences. The Titans will hold at least 2,500 inmates, twice as many as the biggest existing jail.
