New prison receiver must stay tough

CALIFORNIA - Two years ago, a federal court judge did what many considered unthinkable: He appointed a court receiver to take over the prison's dilapidated medical system. By appointing Robert Sillen, the former Santa Clara County health czar, the judge activated a health-care savvy administrator and a political bulldog in one sweep.

Apparently, Judge Thelton Henderson thinks the days of the bulldog are done. He dismissed Mr. Sillen last week, and appointed Clark Kelso to take his place, explaining that the next phase of the receivership demands a "substantially different set of administrative skills and style of collaborative leadership."
