| John Doe legislation moves out of committee |

WISCONSIN - Legislation that would prevent prisoners from complaining directly to judges has cleared its first hurdle. The Assembly Judiciary and Ethics Committee on a 9 to 1 vote passed Assembly Bill 695 last week. The bill would tighten the John Doe law and require inmates who allege abuse at the hands of prison workers to take their complaint to a district attorney. The district attorney would make the charging decision. Rep. Jeff Fitzgerald, R-Horicon, who introduced the bill, said abuse of the 160-year-old law by Wisconsin prison inmates has caused great concern among prison workers who fear becoming the target of frivolous and expensive lawsuits. Over the past five years, John Doe petitions filed by inmates have increased five-fold, according to the Wisconsin Department of Justice. Brian Pleva, a spokesman for Fitzgerald's office, said AB 695 will come before the full Assembly for a vote but didn't specify a date. Read more.
