WASHINGTON - Cowlitz County commissioners are trying to get a jump on jail inmates before any more try to jump. In July a 25-year-old inmate went over a waist-high railing outside a second-floor cell block. He fell 12 feet and was treated for what jail officials said were minor strains. Read more.
