AUSTRALIA - The serious allegations of the bullying of a senior prison management whistleblower who was concerned about a culture of corruption and cover up in the women's prison (The Age 18/2) shows the urgency for Corrections Minister Cameron to take ministerial responsibility for the appalling lack of accountability and transparency in Victoria's prisons. It is time to shine an external light on our prisons by establishing an independent autonomous Prison Inspection body similar to that in Western Australia. In 2002 the Kirby Investigation into the Management and Operation of Victoria's Private Prisons recommended that Victoria's prison system needed its accountability strengthened by "more rigorous monitoring and full and timely public reporting". Instead the government opted the Victorian Corrections Inspectorate. The Department of Justice Annual Report says that the Inspectorate provides "independent advice to the Department of Justice . . . and functions to ensure that the corrections system is transparent and accountable".
