MONTANA - Montana's population of inmates decreased by nearly 4 percent last year, the biggest drop among the states, according to a new report released by the Pew Charitable Trusts. A total of 13 states saw declines in the number of people confined in prisons or jails in 2007, the report says. Montana led the way, with the number incarcerated falling by 3.9 percent. Read more.
