NEW YORK - Gov. Jon S. Corzine’s austere budget proposal calls for cutting 3,000 jobs from the state payroll, but it is a payroll that has 1,879 fewer full-time employees than when he took office two years ago. The shrinking payroll, accomplished through attrition after the governor enacted a hiring freeze in early 2006, has been largely invisible to residents, because it was confined to certain pockets of the state’s sprawling government.
