| Parolee crimes lower under program |

KANSAS - A dramatic change in the way the state deals with parolees has resulted in a significant decrease in the number of crimes those parolees commit, Secretary of Corrections Roger Werholtz said. In the late 1990s, when parole officers typically relied on threats to control a parolee's behavior, an annual average of 835 parolees were returned to Kansas prisons for committing new crimes, Werholtz said.
