RHODE ISLAND - Corrections officials faced off with union representatives last night on a proposal that would allow nearly all prisoners to earn equal time off their sentences for good behavior and participation in rehabilitation programs. Corrections Director A.T. Wall told the House Judiciary Committee that the plan would reduce costs and alleviate a swelling prison population by an average of 211 prisoners per day, ensuring that Rhode Island prisons don’t hit a court-imposed population cap.
