CONNECTICUT - A state representative from New Haven has introduced a bill that would change how the state counts its prison population, contending that towns and cities that host correctional facilities unfairly gain population and, thus, some state funds. State Rep. William Dyson, D-New Haven, said the issue is about more equally distributing funds. Dyson said a town with a correctional facility might receive state funding based on population, including the prison population, “whereas if those (imprisoned) individuals are counted from their home place, that would be resources that (a place like) New Haven would get.” Read more.
