| OpEd: Benefits of jail for non-inmates |

MISSISSIPPI - After writing last Friday about the costs of incarcerating non-violent offenders and inmates needing medical care, I'll explain today why the Kitsap County Jail is one of my favorite government services. First, although it's a bright, modern, clean, well-lighted place, it isn't a comfy place. In the common area where inmates mingle during the day, there are no soft places to sit — only hard, straight-backed chairs. There are television sets, but the staff controls the remote, and only the local ABC, CBS and NBC channels are allowed. Inmates have to pay to watch. The daily schedule is inflexible. Whether they want to or not, inmates have to get up much earlier than they might want and have to return to their cells earlier, too. In that long gap between lights on and lights off, they sit in hard chairs, or stand, or pace around. Time passes more slowly in jails. Monotony is an inescapable reality. Privacy isn't an option.
