KENTUCKY - Some officials who met yesterday to consider ways to reduce the state jail and prison population said they hope this latest effort will bring change. They noted that two previous reviews of the state sentencing laws and the penal code have been conducted with little effect. "I hope this isn't just going to end up sitting on a shelf," Dan Goyette, director of the Jefferson County public defender's office, said after the meeting of the state Criminal Justice Council.
