CANADA - A report calling for the construction of a $500-million super prison near Kingston would seem to indicate that this region will continue to play a major role in federal Corrections policy for years to come. Kingston is, after all, the acknowledged prison capital of Canada. Much of that reputation, however, comes from the fact that Kingston Penitentiary has been around for so long that it pre-dates Confederation - by 32 years. Read more.
