A prison inmate who escaped from Norco while he was doing some cleanup work for the city last Monday morning was arrested last Wednesday afternoon in El Cajon, authorities said.
The inmate, Samuel Mendoza, 35, has family living in El Cajon, said California Department of Corrections Lt. Tim Shirlock. Three law enforcement agencies used surveillance tactics and monitored phone calls to figure out that Mendoza would be at his father's house last Wednesday, Shirlock said.
When police arrived at about 4:30 p.m., Mendoza tried to run away, but he was chased down. Police had to pepper-spray him before he was arrested, Shirlock said.
Mendoza was taken back to the California Rehabilitation Center in Norco last Wednesday evening and will be placed in a maximum-security cell at the California Institution for Men in Chino, Shirlock said.
Mendoza will likely go to court to face escape charges and is likely to get a longer prison sentence, Shirlock said. Before escaping, Mendoza had been scheduled to be released in October 2005, Shirlock said.
Mendoza was convicted of committing burglary in San Diego County, Shirlock said.
The three law enforcement agencies involved in capturing Mendoza were the prison's investigative-services unit, San Diego County parole office's parolee-recovery team and the California Department of Corrections law enforcement investigations unit, Shirlock said.
