MARYLAND - Allegany County Sheriff David Goad was a topic of discussion Thursday when county officials met for the first of three budget workshops. Finance Director Jerry Frantz presented a preliminary budget for fiscal 2009 at the first of three workshops. Goad drew the ire of the commissioners March 13 when he participated in federally mandated training instead of attending the public hearing when the sheriff's office presented its budget proposal.
