TEXAS - At a building on Rutherford Lane in Northeast Austin where Austinites apply for food stamps and Medicaid, the big sign outside says "Texas Department of Human Services." But for four years, there has been no such state agency. These days, as the much smaller lettering on the door indicates, the agency is called the Texas Health and Human Services Commission.
