VANCOUVER, CANADA — A second inmate from Mountain Institution, a federal penitentiary east of Vancouver, has died after a weekend riot in which about 60 prisoners armed with baseball bats, clubs and fire hoses from the gym forced their way into several of the institution's buildings. The situation quickly spiralled out of control, a union official said, when the 22 prison staff on duty were forced to flee to the roof of the building around 9:45 p.m. Saturday. Michael Andrew Gibbon, a borderline mentally retarded man who was serving an indefinite sentence for sexually assaulting young girls, was attacked and killed during that time. The Integrated Homicide Investigation Team is probing his death. Meanwhile, several prisoners also broke into the on-site health centre and got hold of several drugs, said Gord Robertson, Pacific regional president of the Union of Canadian Correctional Officers. A total of 12 inmates were taken to hospital for overdosing, he said, while one was transported with non-life-threatening injuries after being assaulted. Read more. To whom it may concern: A "Riot" of anykind within a Correctional Facility , is clearly a serious problem to content with. Its very apparent to any Professional Correctional Supervisor, or Officer. The first problem with any Correctional setting within a "Jail", "Prison" or "Work Release Program Facility" is "No" Control & lack of Security for "All" concern, working within these type of facilities. If you talk to past & present Correctional Officers and maybe some Supervisors, they will agree with this statement "Direct-Supervision" is and continues to be a "Nightmare" for Correctional Staff, within these Facilities. I Personally feel, who ever came up with this terrible concept of Direct-Supervision should have been "Fired" or at least removed from a position of authority. These person(s)that decided on this method, has cause "Two" major problems for staff "Safety" and lack of "Full" "Control" within the Facilities. Since this serious problem of Direct-Supervision was formed within the Correctional setting, its cause many problems for the Staff,Inmates and Medical Personnel. Its was apparent in the early part of the Seventy's to eliminate the once concept of "BAR-TIERS" to protect the Correctional Officers that work the Floors of "All" of our "Prison" & "Jail" Facilities. It was their intention to save tax-paying dollars, by "Not" building expensive "Bar" type Construction, resulting in a ever increase of "Assaults" and Killings" of our Correctional Staff. I also might add placing the Correctional Officers within proximity of these "Inmates", resulting in too much contact with them. Exposing Staff to various "Dieases", such as "T.B." & ETC....Also Corrupting not all, but some of the Officers to be Bribed, or committ Criminal Acts or "Favors" for Money or Sexual Favors, for these Criminal Inmates. They have placed the Officers within the "Mist" of inmates is totally wrong & Insane. Its both a disgrace and ashame the way Corrections as become. I firmly believe that "Direct'Supervision" needs to be "Get Rid" of all together and start building the old concept of "Construction" of our Past Prison & Jail Facilities. To insure that their safety of Staff & Inmates are fully protected and stop future Riots, Fighting, Stealing, Exposing everyone to various Dieases. Wake-Up people there needs to change in your thinking and start realizing that the Inmates of today, are more Dangerous then ever. I have the knowledge and experience concerning these problems within our Correctional Facilities. I personally worked (2) Jails, (1) Prison and as USMC-Prison Chaser and Military Police Officer. I know what I am talking about and I hope someone out there working the floors of those Facilities will read this and effectally talk to your Management, Senators & Congressman and "Revamp" the Correctional System and make the necessary steps to Construct proper Buildings and "Stop" building those "Dammed" "Dorimorties, what are you running a college Campus or what.? A jail or Prison is suppose to be a place that you don't want to be in, they keep coming back don't they. P.S. You might learn something from "Sheriff Joe Arpaio" in Arizona, at least he runs a Jail, the way is suppose to be run. I bet is doesn't have a high turn-over rate, like the rest of the Country. Start building 24 Hr. Maxium Security Facilities for "All" Inmates, in the Entire USA.........How many more Officers , Inmates or Staff going to be assaulted or killed in the line of duty, before you folks wake up to the fact, your 'Direct-Supervision' isn't working at all.....
