CALIFORNIA - Outraged at out-of- control prison overtime costs, the California Legislature in 2003 required the Department of Corrections to establish a cap of 80 hours per month in overtime for correctional officers. That cap, however, never has been enforced. Not only are there many prison [officers] working more than 80 hours overtime in a month, many [officers] work more overtime hours than regular hours -- which causes serious safety concerns. This mismanagement of work hours has come at a huge cost -- $471 million in overtime last year (up from $53 million a decade ago). This remains a big contributor to the state's budget deficit.
