GUAM - THE civil case filed by an inmate against officers of the Department of Corrections and the Guam Parole Board has been set for next month. Michael R. Cepeda, an inmate incarcerated at the Adult Correctional Facility of the DOC in Mangilao, sued DOC Director Jose Palacios, Parole Officer Ronald Santos, Parole Services Division chief Michael Quinata, GPB chairperson Jose Salas, and several individuals involved in the parole system at DOC. Cepeda filed the civil case before the District Court of Guam after the DOC and GPB officers allegedly failed to respond to his grievance complaint and unnecessarily delayed his chance of being released on parole. According to Cepeda, his parole eligibility date was March 12, 2007 and he is entitled to a parole hearing on or before January 2007. Cepeda stated that Santos as parole officer is responsible for handling parole hearing which duties included scheduling and assisting of the plaintiff in preparation. Read more.
