NORTH DAKOTA - Legislators studying the future of the State Penitentiary have ordered a bill draft for the 2009 Legislature that, if expedited, could allow construction to begin about a year from now on the $80.6 million first phase. The Correctional Facility Review Committee reiterated its approval Monday for a phased remodeling and expansion of the existing penitentiary on Bismarck’s east edge, as opposed to building a completely new facility on the prison grounds or elsewhere.
