NORTH DAKOTA - Haven’t we had this discussion before? A legislative committee has endorsed a proposal to remodel and expand North Dakota’s state prison, at a cost of more than $208 million over six years. Meanwhile, officials at the Department of Corrections and Rehabilitation say they can meet the urgent needs for about $60 million in the next two years. Who should we listen to – lawmakers or those in the corrections department? We’ve said it before, but we’ll say it again – we’re at a loss to explain why lawmakers think they know best when it comes to deciding what the prison needs. This discussion began in the 2007 Legislature, where two vastly different prison plans emerged from the House and the Senate. Both were significantly more expensive and expansive than corrections officials thought was needed, but lawmakers stubbornly continued to bicker over the issue until the session ended – with little accomplished other than setting aside $41 million for construction.
