PENNSYLVANIA - With state prisons overcrowded and at least two new ones on the drawing boards, the House passed a four-bill package Monday that supporters say would help focus state resources on the most dangerous criminals. The bills, all passed overwhelmingly, would: Allow some new convicts with no history of violence to reduce their sentences by as much as 25 percent if they complete recommended programming in prison, maintain good conduct and receive a prosecutor's consent.
