NOVA SCOTIA, CANADA - A week after a dangerous inmate escaped custody during a transfer, Nova Scotia has announced it will buy high-tech leg shackles for prisoners and have an independent auditor review policies at the province’s jails. Jermaine Carvery managed to free himself from his leg irons and escape while being moved from the Dartmouth jail to a Halifax hospital on April 3. The 30-year-old, who was on remand for nearly two dozen charges, including attempted murder, hostage-taking and robbery, was still on the lam Thursday. Read more.
