Correctional employees lied about Jan. 20 beating of two inmates

Correctional employees lied about details of a Jan. 20 incident when two inmates were beaten by counselors at N.A. Chaderjian Youth Correctional Facility, contradicting a videotape showing the abuse, according to a report.
A videotape shows two counselors, Delwin Brown and Marcel Berry, beating inmates Vincent Baker, 19, of Stockton and Narcisco Morales, 21, of Madera.
In the footage, one employee is striking one of the youths at least 15 times in the head, while the other jumps up and down on the back of the second youth.
But the report said four employees who witnessed the beating provided information that is "misleading, factually false and contradicted by witness statements and the videotape evidence."
The report, prepared by six California Youth Authority investigators, includes interviews with 35 other inmates.
Two inmates said Brown was so enraged that "he looked like the Incredible Hulk" and lost control, while Berry kicked and kneed Baker, the report said.
The four employees said their colleagues acted in self-defense, and that both inmates and counselors exchanged blows. Two said it was justified to fire a pepper spray gun at Morales because he was "noncompliant."
But the videotape showed three rounds were fired as he was face-down with his hands on his head, the report said.
San Joaquin County prosecutors did not file charges after seeing the videotape. A spokeswoman for state Attorney General Bill Lockyer said no decision has been made to take the case.
